A visit paid by representatives of Romanian Railway Authority to the Test Track Centre in Żmigród near Wrocław


On 18 September 2019, the Railway Research Institute hosted representatives of Romanian Railway AuthorityRRA (Autoritatea Feroviară Română) Marian Mihail Călin – General Manager, Laurentiu  Nicusor Zahria – Head of Laboratories and  Alexandriu Ion –  Head of International Cooperation Department.

Romanian Railway Authority is the railway and subway specialized technical body of the Ministry of Transports. It was set up and is functioning according to the provisions of the Government Ordinance No.95/1998 on setting up public companies subordinated to the Ministry of Transports, amended by the Government Ordinance No.21/30.01.2003 approved and amended by the  Law No.238/02.06.2003  and of the Government Decision No.626/1998, amended and supplemented by the Government Ordinance No.1561/2006, regarding the organization and functioning of the Romanian Railway Authority (AFER). It combines the functions of:

  • the national body liable for the tasks relating to railway safety, in accordance with law No.55/2006 conducted by Romanian Railway Safety Authority (RRSA);
  • the notified body liable to perform, tests, technical assessments and technical inspection to ensure the interoperability of the high speed and conventional trans-European railway transport system conducted by Romanian Railway Notified Body (RRNB);
  • The national authority designated for issuing licences and for carrying out the obligation imposed by the national legislation and European Directives conducted by Romanian Railway Licensing Body (RRLB).

 

The visit was paid within the framework of a cooperation agreement signed in 2016. During the visit, the guests became acquainted with the functioning of the Test Track Centre. They were particularly interested in the technical parameters of the track and the scope of research carried out on it. The talks focused on the possibility of strengthening the cooperation and updating the contract, including joint activities to promote the need for experimental confirmation of the approvals and safety of introduced technical solutions.
