EU Twinning Project in the Rail Transport Sector to be launched in Ukraine

Instytut Kolejnictwa is a member of the Polish-Spanish rail sector consortium in the Twinning project to help the Ukraine's railway transport.


On 26 November, 2013 the official kick of meeting of the Twinning project in the rail sector, funded by the European Union, will take place in Kyiv. The project will be implemented during 21 months by Spanish-Polish rail sector consortium with the Ministry of Infrastructure of Ukraine in cooperation with the State Administration of Railway Transport of Ukraine (Ukrzaliznytsia). The main goal of the Twinning project is implementation of the National Transport Strategy of Ukraine and to strengthen the role of the Ministry of Infrastructure in the effective regulation of railway transport based on European best practices.

The Ministry of Transport and Public Works of Spain and the Ministry of Transport, Construction and Maritime Economy of Poland have signed a 21-month contract with the Delegation of the European Union to Ukraine to implement a Twinning project with the Ministry of Infrastructure of Ukraine as beneficiary. The official kick off meeting of this project will be held on 26 November 2013.

 

The purpose of the project is to strengthen the institutional capacity of the Ministry of Infrastructure of Ukraine (Department of State Policy in Rail Transport Sector) to ensure the efficient state regulation of rail transport operations in Ukraine in the framework of rail transport reform, to improve its business and to create proper conditions for:

  • Developing the competitive environment for individuals and legal entities operating at the rail transport market;
  • Introducing European quality standards in transport services;
  • Promoting the attraction of private investment into the sector development.

 

This purpose is fully concordant with the National Transport Strategy of Ukraine, which clearly states that the development of rail transport as one of the leading freight- and passenger carriers in Ukraine for the next decades. Currently, the reforms of the national railways are raising new tasks for the state and the sector that should be solved by new approaches, inter alia, separation of state regulation and business management, development of principles and procedures for non-discriminative access of carriers to the public rail infrastructure, creation of legal conditions for promoting the public private partnership for rail track development, funding the social procurement of rail passenger services by the state.

 

The results of the project will be achieved by technical assistance in Ukraine by European short term experts. Other planned activities include study tours and formation for Ukrainian specialists in the EU member states. One Resident Twinning Advisor will be stationed in Kiev throughout the project.

 

Project Leader of the Beneficiary side is Mr. Volodymyr Korniyenko, Deputy Minister of Infrastructure of Ukraine. The Deputy Project Leader from Ukrainian Side is Mr. Mykola Sergiyenko, Deputy General Director of Ukrzaliznytsia. The Project Leader of the Member Statesis Ms. Matilde Fernández Balbín, Adviser of Railways Regulatory Committee at the Ministry of Transport and Public Works of Spain.
